Abstract

The Flagship Project 4 CCAFS implemented in Mali since 2014 considers a wide adoption of climate-friendly practices that can help improve the producer income and reduce the risk of crop losses. However, the adoption of the proposed options would only be possible if an efficient institutional framework is in place to support the dissemination of appropriate technologies. This study was initiated to make the diagnosis of the current institutional context at the country level and to propose concrete options for capacity building of actors in the sector to enable effective integration of climate change into national plans and policies development. The study has identified some major constraints including dependence of the Malian state to external restraints that limit the effective implementation of climate change policies. Also, the disconnection between levels of national and local implementation in the management of aspects of local governance; public policy without monitoring and evaluation are due to human and financial resource shortages limit the implementation of policies.
